Oct 29, 2016 Hi Karl, I am having the same problem with my excel file not converting the hyperlinks when creating a PDF using the Adobe PDF Maker. I have verified the links are created in excel (InsertHyperlink) and the add links feature is checked.
The hyperlink to website, or email works but internal hyperlink within the document doesn't work. for example, I have a very long document, and want to create a table of content. then if I create a link for the table of content in order to navigate other slides, the link worked well in the PDF if exported from PowerPoint Mac (16.15 version). However, it doesn't work in 16.17 version.

This is definitely a defect. I can't believe Microsoft's QA team shamelessly released the build without enough testing .
Finally I find a workaround to fix this issue by myself. It's very simple. just revert back to 16.15 version. It works well !

How to do it ?
1. Delete PowerPoint from Finder/application
2. Delete com.microsoft.Powerpoint

3. re-install older version of PowerPoint for Mac. for example, 16.15 version. those version can be found from microsoft website
